Peter Dawlish (a pseudonym of the Scottish socialist writer James Lennox Kerr) tells the story of a British sea captain's adventures to bring much needed food and supplies to the people of Savonia, a ficticious country undergoing a civil war. Captain Peg-Leg and his crew have to contend with the agents of outside powers that are attempting to overthrow the government - a thinly disguised Spain of the late 1930s, as well as ruthless gangsters.
